I understand both perspectives, but I think flexibility is important so I would still go with B) Finished but can still be edited as my answer.

I see your point, but I still think C) is the correct answer because once it's completed, it's finalized. No more changes should be allowed.

But what if there are some last minute changes needed? Wouldn't it be better if the campaign can still be edited even after it's completed?

I agree, once the campaign is completed, there should be no more editing allowed. So, C) seems right.
