I believe it's true because the private IP address is assigned by the ECS service and can't be manually changed.

I would go with True, as it is generally not recommended to change the private IP address of an ECS after creation.

Hmm, I'm going to go with 'False' on this one. I think there must be a way to change the private IP if needed, even if it's not a common operation. AWS tends to be flexible like that.
