C) Before an accommodation is requested is the way to go. Honesty is the best policy, and Tom shouldn't be afraid to let his potential employer know what he needs to succeed.
A) After the job offer is the best choice. Why disclose anything before you've already got the job? Tom should keep that card close to his chest until he's signed on the dotted line.
I think the right answer is C) Before an accommodation is requested. Disclosing a disability before an accommodation is needed shows transparency and allows the employer to prepare accordingly.
