I don't know, the pilot project seems to be on the right track. 40% automation is a solid start, and they can always adjust the targets for the full project. Option A might be a bit too harsh.

Agreed. The business case appears to be overly optimistic. A 60% reduction in execution time for the automated tests is still a good start, but the overall target is too aggressive.
