I think the finished goods inventory budget should also be included in the master budget. It's important to know how much inventory we have on hand and how it affects our cash flow.
I agree with Glenn, those are definitely important parts. The sales budget helps us forecast revenue, cash flow budget shows us how much cash we'll have on hand, and administration overhead budget helps us plan our operating expenses.
