I think applying MED in the outbound direction on PE2 to CE1 with a cost lower than the path from PE4 to CE2 might do the trick.

But wouldn't configuring the weight attribute on PE2 in the outbound direction to CE2 with a value less than 65535 be a better option?

I disagree, I believe configuring the AS path prepend attribute to increase the number of hops between CE2 and PE4 is the correct action.

I agree, that's really strange. Maybe there's something else going on that's making the PE2 to CE1 path still preferred, even with the lower local-preference.

Hmm, this is a tricky one. I'm not sure why the engineer's route map didn't work - the local-preference should have made the path through PE2 less desirable.
