C is the correct answer. RTP-nte is the standard for DTMF relay in VoIP, so it's the logical choice here.

I think option B is the way to go. SIP-Notify seems like the most reliable way to handle DTMF relay on the Cisco Unified Border Element.

I've had success with option C (DTMF Relay RTP-nte) in the past, but SIP-Notify is a safer bet.
