Option D looks like it could work, but manually checking and toggling the Hybrid Calendar service for 200 users sounds like a real pain. That's way too much clicking and tedious work.

True, better safe than sorry. I'd hate to get this wrong and have to deal with 200 angry users who can't access their calendars.

I agree, A and B seem like the way to go. Though I do wonder if there's some tricky catch with the CSV import that we're missing. Better double-check the details on that.
