B and D are a bit tricky. I think the key is that the Route Distinguisher and Route Targets don't necessarily have to be the same on a single PE router. They can be different if you need to have different VRFs with different routing policies.

Okay, so if C is correct, what about the other options? A seems reasonable, as we do need to enable the VPNv4 address-family before configuring VRFs. But I'm not sure about B and D.

You're right. I'm pretty sure that option C is correct - we need to have the IPv4-Unicast neighbor configured before we can add it to the VPNv4 address-family.
