I disagree. I believe B and D are also true. The Route Distinguisher and Route Targets must be the same on a single PE, and the import and export Route Targets should match.

I think A and C are the correct statements. You need to configure the VPNv4/VPNv6 address-family before you can use it, and the neighbor must already be configured for IPv4-Unicast.
