I agree, D is the clear winner. Though I have to say, these certification exams can really be a pain sometimes. They love to try and trick you with these types of questions.

Hmm, this question seems pretty straightforward. I'm guessing the answer is D - Settings > Groups and Roles > Create User. That's where I'd expect to find user management options in the web UI.
