I think option D might also be a reason. If the VDA machine can't communicate with the Site database, then the policy settings won't be enforced.

I agree with Wilda. Option C could also be a possible reason. If a policy filter excludes the VDA machine, then the settings won't be applied.

Hmm, I think the policy settings were overridden by the default settings in the Unfiltered policy. That seems like the most likely reason to me.
