I think adding the Advanced button to the Commit Changes page layout would be the most effective solution.

I bet Dave's been trying to change the base branch with his eyes closed. Maybe he needs to get his eyes checked before he can see the Advanced button. Just a thought.

Hmm, B is a bit overkill, don't you think? I mean, giving Dave the System Admin profile is like using a sledgehammer to crack a nut. C is the way to go.
