I agree with Dorthy. The correct answer has to be D. Enabling the REST API or setting up FortiGuard DNS doesn't seem directly related to the portal services deployment.

Option D seems the most reasonable to me. Policies need to have specific ports open between FortiAuthenticator and the authentication clients for the portal services to work properly.
