You guys are missing the point. The endpoint compliance policy is there to validate the VPN user's credentials. We can't just let anyone connect to the VPN without proper authentication.

This is an interesting question. I think an endpoint compliance policy is necessary to confirm the installed security software on the VPN user's device. We need to ensure that the device meets the security requirements before granting access to the network.
