I think option D is the way to go. The two spokes are sharing the same security policy configuration and policy package, so the 'Modified (recent auto-updated)' info applies to both of them.

Option C looks correct to me. The changes made directly on the FortiGate devices were automatically retrieved by the device database, so the configurations on Spoke-1 and Spoke-2 were modified and auto-updated.
