Hmm, I'm not sure about C. Isn't CloudShell a web-based shell provided by AWS? I think I should use my local machine to install Terraform instead.

B and C seem like the right choices here. I need to create an IAM user with the necessary permissions, and then use CloudShell to install Terraform. Seems straightforward enough.
