Hmm, I don't know, Cloud Spanner seems like a bit of a stretch for this use case. It's more of a fully managed relational database service, rather than a BI tool. Looker and Dataflow also don't seem to align as well with the requirements. I'm sticking with BigQuery as the clear winner here.
