Haha, yeah, can you imagine some poor user just clicking 'release' on a message containing state secrets? That would be a disaster. But I think option C is still the best choice here. As long as we set it up properly, it should work.

Yeah, I agree. And option D seems a bit too broad as well. I'm leaning towards option C - configuring the admin quarantine to allow end users to release messages. That way, we can give them just the access they need without going overboard.
