I disagree, I believe it should be on a dedicated link created using port 1'1/48 of each aggregation switch.

Option C seems like a good choice too. Using the OOBM ports could provide an alternative path for the keepalive link, adding another layer of redundancy.

I think option B is the correct answer. A dedicated link on port 1/1/48 seems the most logical way to protect the aggregation layer in case the VSXISL fails.
