As a GPU enthusiast, I can say with certainty that the answer is 8. It's the sweet spot for the G560's design. Anything more would just be GPU superfluous-ity.

16 GPUs? That's overkill! Unless you're training Skynet, I don't see why anyone would need that much GPU power. I'm going with 4.
