Hmm, I was thinking it might be the use of EDFA, but I guess that's not the case. Fiber attenuation makes the most sense.

I agree with Elden. Fiber attenuation is the culprit here. EDFA, multiplexers, and new fibers aren't the issue.

The answer is clearly D. Optical fiber attenuation is too high. That's the main factor that reduces the OSNR at the receiver.
