Hmm, I'm torn between B and C. Analyzing the geographic location of the event source or allowing the central processor to detect the rule could both be valid effects of toggling the Global/Local option.

D sounds like the right choice to me. Being able to inject new events back into the pipeline to affect other incoming events is a powerful feature of a Custom Rule in global mode.
