It's interesting to hear different opinions on this, but I think the most likely reason is that the report runs against the entire database, hence the missing parameter information.

Maybe the missing parameter information is intentional, to simplify the report and make it more user-friendly. That could be a reason why they are not available for only one of the Purchasing applications.

I don't think it's a security issue, I believe the user would still see the parameters even if they didn't have security privileges.

Hey, what if the report is just hardcoded to run against the current query? That would explain why the parameters are missing. Maybe option B is the way to go.
