I'm not so sure about that. I was thinking the activity-level objectives might be the better answer, since those are the specific goals that stem from the overarching plans.
My initial thought is that the entity-wide plans would be the obvious choice here. Those strategic plans should drive all the activities and objectives down the line.
This question seems to be testing our understanding of the connection between an organization's overall objectives and its operational plans. I think the key is to identify what flows directly from those high-level objectives.
