D, all the way. Transition requirements are like the 'training wheels' of a project - they're only there temporarily until the new system is fully adopted. Kinda like my cycling days, haha.

I'll have to disagree with the others. I think it's C. Stakeholder requirements can be quite volatile, especially when you have a lot of people with different interests involved.
