Hmm, I'm not sure about the other options, but I don't think Power Pages or Power Virtual Agents would be a good fit here. This seems more like a traditional business app rather than a website or chatbot.

What about a Canvas app? That would let us build a custom mobile-friendly UI and connect it directly to the SharePoint list. It might be a bit more work, but it could give us more control over the user experience.
