I know a large model library and legacy code base might be tempting, but in this case, I'd go with the ability to rapidly prototype the user interface. Gotta keep the end-users in mind, you know?
I think the most important factor is the ability to rapidly explore required system functionality. That's crucial when dealing with unclear or incomplete requirements.
