I think using AS PATH prepending with routes could also be a valid option. It helps in manipulating the path selection process for BGP routing.

I agree with Lou, enabling BGP would allow for active/passive setup.

I don't think changing the ASN is necessary. Using AS PATH prepending should be enough to achieve the desired architecture.
