Ah, this one's a no-brainer. It's clearly to make the highlighted section smaller or bigger using pixel precision. Why else would they put it in the 'Advanced Settings'?
I'm pretty sure the purpose of the Track Target Position Netting is to keep the tip from disappearing when the target element moves. I mean, who wants a tip that just floats around randomly?
