C is wrong, the SOA/BPM infrastructure does not run on the admin server. And D is also wrong, the JDeveloper installation should be able to access the production setup.

A and B are definitely true. You need to run the RCU to set up the repository, and the SOA/BPM infrastructure runs on a managed server, not the admin server.
