Personally, I'd go with Option B. Allowing the use of stored routines seems like a pretty powerful privilege to hand out willy-nilly. Better to be selective with that one.

I think Option C is the one to go with. Being able to see other users' queries could be a privacy concern, so we should be careful about who we grant that privilege to.
