I can't help but notice that the error message mentions 'host' and 'port', but not 'username' or 'password'. Guess the devs are so focused on their server setup, they forgot the most important part - logging in! Classic PostgreSQL moment.

I'm pretty sure the answer is B and D. The server's probably down, and the port is definitely wrong. It's like trying to call your grandma on a rotary phone - not gonna work, buddy.

B and C seem like the obvious choices. If the server's not running or not accepting connections, there's no way you're getting that sweet, sweet PostgreSQL data. It's like trying to fill up your car with water - not gonna happen.

I'm betting D is the culprit here. The PostgreSQL server is probably running on a different port, and the dev team forgot to update the connection string. Classic rookie mistake.
