I'm going with C. The Import Wizard is really just for the basic objects. Campaign Members probably need a more advanced import tool. Salesforce, why you gotta make things so complicated?

I think it's because of Answer C. The Import Wizard only works for Accounts, Contacts, and Leads.

Option B seems the most likely. Without the proper license, the admin wouldn't have access to the Campaign Members object. Gotta love those pesky Salesforce permissions!
