Option D sounds like the right answer. If the actions are based on Lightning components, they may not be compatible with the Field Service mobile app. Just a wild guess though.

The actions were probably designed for the Salesforce mobile app, not the Field Service mobile app. That's why they are only showing up in the Salesforce app. Maybe the developer should have checked the requirements more carefully.
