B) DICOM 3.0? That's for X-rays and MRIs, not your everyday clinical data. Unless the patients are all cyborgs, I don't think that's the right answer.

This is a no-brainer. C) FHIR R4 is the way to go. It's the future of healthcare data exchange. HL7v2 is so 90s.
