I'm gonna have to go with Option A on this one. Replacing the footer link with one that doesn't require a title tag seems like the simplest solution.

Option D is clearly wrong. There's no way the Redundant Title Text issue can't be corrected in the footer. That's just silly.

The Redundant Title Text issue is a common problem with CSB sites. Option C seems like the best solution to me - renaming the link with different text for the Title and Text.
