I'm going with B and D. The entire business goal section should payout at 50% if Customer Satisfaction is not met, and EBITDA should be 0% if Individual performance is not 'Good' or better. Aligns with best practices.
Option C looks the most logical to me. The EBITDA goal should be capped at 100% if Revenue doesn't meet the target. That makes sense from a business perspective.
