I'm going with B and D. You can absolutely use both WBS and networks to represent a project. Trying to do it with just one structure would be like trying to build a house with only a hammer - not gonna work!

Definitely B and C. Creating a project based on an activity is a pretty common approach. Who even thinks you can only use one WBS or network? Clearly, those people need to brush up on their project management knowledge.
