It's A) phantom.add_list() "Use the add_list API to append a new row of data to the custom list named by list name. If the list does not exist, it is created." The function create_list() is not even listed on that page. https://docs.splunk.com/Documentation/Phantom/4.10.7/PlaybookAPI/DataManagementAPI#add_list

I believe the correct answer is B) phantom.create_list() because it makes sense to use 'create' when making a new list
