I'm not sure about rebuilding the index. Maybe resetting the Elastic Load Balancer could also help in this situation.

I don't know, the question is a bit vague. Maybe the Elastic Load Balancer is the issue? Might be worth a shot to reset that.

Definitely option C. Resetting the index should help get things back on track. A blank list of sites and projects sounds like an indexing problem to me.
