D all the way! 'Version 0.1' and '1.0' are the industry standard for versioning documents. Much more technical and precise than those other options.

I'm going with C. 'Concept' and 'deliverable' are more commonly used terms in project management, don't you think? 'Draft' and 'finalized' are a bit old-school.
