I don't think option C) is the best choice because it involves syncing with Unified Access Gateway, which is not necessary for their use case.

But what about option C) Directory Sync from Workspace ONE Access to Workspace ONE Unified Access Gateway? Wouldn't that work as well?

Option A makes the most sense to me. Workspace ONE UEM can directly sync with Workspace ONE Access, which is what they're looking for. No need for the other components mentioned in the other options.
